After greetings and expressing respect,
You, following the end of the war and at the beginning of your leadership, wisely and appropriately merged the police force, the gendarmerie, and the Islamic Revolution Committee—entities that had parallel and aligned activities—creating a powerful law enforcement force. For years, this entity has been a source of valuable services in preserving the rights of the people and maintaining order and security in the country. Each day, through gaining valuable experiences, it enhances the quality of its services to the people. Although initially some, both within and outside these organizations, objected to the integration of these forces, over time it became apparent that this leadership move was correct and commendable.
My assumption, and perhaps that of many others, was that you would undertake a similar action regarding the integration of the Revolutionary Guard and the Army. In my opinion, had this been done, its benefits and fruits would have been as evident to the country and people as the merging of the police forces.
Our country is currently in a situation where it needs the services of both the Revolutionary Guard and the Army. However, all the valuable services that these two military institutions now provide to the people could, in my belief, be carried out in a better and more valuable manner by a single, powerful military institution. This action would reduce many material and spiritual costs.
Even the wealthiest countries in the world today do not have two ground forces, two air forces, two naval forces, and two air support forces for their security, as they see no reason for it and do not consider it cost-effective.
Now that our country is in a very bad economic condition, carrying hundreds of thousands of billions of tomans in debt from past years, to the point where even the education system cannot perform its inherent duties, and you, being aware of all these shortcomings, have aptly named this year the Year of Economic Resistance, Action, and Implementation, my suggestion to you is to prepare the groundwork, especially with the formation of the new Parliament, for the merging of the Revolutionary Guard and the Army into a strong and powerful military institution under the supreme command of the armed forces, which would be a source of pride and security backbone for the country.
